La licenciada Zulma Rojas es funcionaria del Hospital de Clínicas, líder gremialista de larga y conocida trayectoria dentro y fuera de la Asociación Paraguaya de Enfermería APE.

Esta vez, preocupada por su comunidad, encabeza un proyecto comunitario siendo parte del primer Barrio Cooperativo del Paraguay.

A principios del año 2000 con apoyo de organizaciones locales e internacionales se gestionó y se consiguió financiación para un proyecto piloto que consistía en la construcción de 80 viviendas en la ciudad de Ita (Dpto. Central), demostrando que es posible la administración y la construcción de las viviendas por el modelo de cooperativas, la participación activa de las familias involucradas, abaratando los costos y posibilitando el acceso a la vivienda y hábitat dignos.

Posteriormente, con el correr de los años el número de familias involucradas fue creciendo hasta superar las 300 viviendas construidas, bajo el mismo modelo de cooperación y dando base a la fundación de la Central de Cooperativas de Viviendas por ayuda mutua del Paraguay (CCVAMP), hoy consolidada como una organización de segundo nivel, que tiene por objetivos la promoción del derecho a la vivienda y el hábitat dignos, la construcción, organización, consolidación y fortalecimiento de sus asociadas.

Actualmente, la Cooperativa de Vivienda de Usuarios/as por ayuda Mutua es una asociación libre de personas, cuyos núcleos familiares tienen necesidad de una vivienda digna y no pueden acceder a ella solas; por lo tanto se unen como cooperativa para acceder a los fondos proveídos por el Ministerio de Urbanismo, Vivienda y Hábitat (MUVH), establecido en la ley 2329/03 y su decreto reglamentario Nro. 7,519/11 FONCOOP de fondos cooperativos, impulsados por la CCVAMP con el apoyo del cipae y We Effect. Son créditos que deberán ser devueltos al Estado.

Hoy día el modelo se ha replicado asentándose en distintas ciudades y departamentos del país: Asunción, M.Roque Alonso, Ita (Central), Ca‘acupe, Tobati (Cordillera), San Ignacio (Misiones), Yhu (Ca’aguazu).

Esto demuestra que Enfermería no sólo puede hacerse líder dentro del ámbito hospitalario, sino también a nivel social, logrando proyectos comunitarios que dignifiquen la vida de las familias dentro de la sociedad.
