La Ley 1.032, que crea el Sistema Nacional de Salud y a su vez los Consejos Regionales y Locales de Salud, tiene el gran objetivo de la descentralización. No obstante, ha originado una grave situación que viven muchas enfermeras, cual es la contratación precaria.
Por muchos años y por la necesidad de una oportunidad laboral, han estado trabajando con salarios paupérrimos de 800.000 guaraníes que percibían cada 3 o 4 meses y con contratos de 3 y 6 meses. Estos sueldos eran abonados con el presupuesto general de gastos, que eran transferidos a los Consejos, a través del Ministerio de Salud Pública y Bienestar Social MSPyBS.
Ante tal situación, se realizaron denuncias ante el Misterio del Trabajo, de Hacienda y de Salud, haciendo pública, exigiendo al Poder Legislativo una solución.
Más de 800 enfermeras padecían cada mes esta grave situación; en marzo, el legislador presentó un proyecto de desprecarización de todos los funcionarios de los Consejos de Salud. La APE acompañó el proyecto con una intensa labor de lobby en el parlamento nacional, luego de las cuales el proyecto fue aprobado.
Hoy, el total de enfermeras han pasado a integrar la lista de funcionarios del MSPyBS con el mismo salario de sus pares.
