Situación de las mujeres en Paraguay en el marco de la crisis del COVID-19

En  el mes de marzo del año 2020, se detecta el primer caso de coronavirus en Paraguay, al inicio de la Pandemia todo hacía suponer que nuestro país estaría entre los menos afectados por el virus al decretarse una cuarentena total, pero con el correr del tiempo la crisis sanitaria se fue agudizando, a finales de febrero del 2021 se observó el aumento en la curva de contagios con más de mil casos por día, este aumento desmedido provoco una nueva saturación del sistema público de salud. En este escenario escasearon las camas, los insumos, los medicamentos, así como el retraso en la provisión de las vacunas hasta llegar a una grave crisis que nos golpeó con dureza perdiendo miles de vidas valiosas. A la fecha se ha cobrado 13.964 vidas, de los cuales el 41% son mujeres, entre ellas trabajadoras de blanco.

Esta situación desnuda la realidad de un frágil sistema de salud y ante la falta de respuestas de las autoridades nacionales, se genera una crisis social y política, que con lleva a masivas protestas y disturbios en el país, conocido como el Marzo 2021, terminando con la renuncia y remoción de varios Ministros entre ellos el Ministro de Salud.

Llegando las primeras dosis de vacunas donadas por varios países, dio lugar al inició de la inmunización del personal de blanco.

Los casos semanales se triplicaron hasta que en el mes de mayo nuestro país presenta la mayor cantidad de muerte por día por cada mil habitantes.

Esta situación demostró la falta total de infraestructura en el área de la salud, la otra gran crisis generada a raíz de la crisis sanitaria, es la crisis económica que se hizo sentir mayoritariamente en los trabajadores informales, así como comerciantes y trabajadores del sector privado. Se previa un crecimiento del 4% para este año, pero se va a registrar una recesión del -1% según datos del Banco Central del Paraguay (BCP), si bien Paraguay ha sido uno de los países con menor caída en la región, de igual manera será la peor crisis en décadas. El sector agrícola y el de la construcción amortizaron la caída, pero sin embargo la mayoría de los sectores registraron pérdidas históricas, tanto en el sector formal e informal aumentando la pobreza, cerca del millón de desempleados y miles de empresas quebradas.

En el mundo del trabajo, las mujeres se desempeñan en labores   en los sectores de prestación de servicios, cuidados, y generalmente en condiciones informales, en áreas tradicionalmente femeninas como son en el sector de salud, educación, servicios de cuidados y doméstico, por ende han sido las más afectadas.

En el sector público se dieron recortes salariales, y de beneficios en casi todos los sectores, salvo el de la Salud.

Durante la pandemia del COVID 19, se revirtió el avance de las mujeres a nivel mundial desde varias dimensiones pero principalmente en el plano económico, el mayor impacto se ha sentido en los sectores donde están sobre representadas, llevándolas al desempleo y al trabajo no remunerado. En el Paraguay las brechas de género en el mercado laboral existentes antes de la pandemia y se han acentuado considerablemente, las tasas de desempleo han aumentado en un 10 % en comparación con un 4,9% de los hombres.

El peso del trabajo no remunerado incluso antes de la pandemia ya afectaba la capacidad de las jóvenes paraguayas para ingresar al mercado laboral, además las mujeres tienen una mayor carga en el hogar, la del trabajo doméstico no remunerado.

Las responsabilidades familiares siguen pesando más en las mujeres y el salario sigue siendo en algunos sectores 30% menos que el de los varones.

Otro gran flagelo durante la pandemia fue el aumento de los casos de feminicidio que en lo que va del año se cobró la vida de 11 mujeres.

La violencia contra las mujeres y niñas, un problema critico en nuestro país, se ha agravado durante la pandemia, a manera de ejemplo, el servicio de emergencia registro un 50% más de llamadas con relación al año anterior, los casos de abuso en menores y la trata de personas fueron en aumento, lo que hace que la otra pandemia sea visible, el aumento de los casos de violencia de género en el país.

En medio de esta Pandemia la participación política de las mujeres no fue mejorando, algunos datos del periodo 2018 -2023 de 80 diputados solo 12 son mujeres, en el Senado de 45 senadores, solo 9 mujeres y de 17 gobernadores, una gobernadora. Con el nuevo sistema de lista abierta, en lugar de fortalecer la participación de las mujeres se ha dado un retroceso en los partidos tradicionales donde disminuye notablemente la presencia de las mujeres.

Así podemos decir que Paraguay es el país con la menor participación política de las mujeres.

Aunque hemos visto avances importantes en la disminución de la mortalidad materna, y las mejoras en la educación de las niñas, el progreso en general ha sido muy lento y fragmentado. Se ha ganado espacios en ocupaciones como en la Universidad, en las Fuerzas Armadas y Policiales

La pandemia ha mostrado rápidamente las desigualdades de género existentes, la violencia ha aumentado, las mujeres sufrieron un mayor impacto económico y pérdidas de empleo, por el hecho que las mujeres trabajan en un entorno laboral menos seguro.

Los cierres de las escuelas han aumentado las brechas digitales de género, en este sentido urge promover procesos de transformación digital incluyentes que garanticen el acceso a las mujeres a la tecnología.

Para muchas mujeres trabajadoras la pandemia está alterando su equilibrio entre el trabajo y la vida, afectando su salud física y mental, incluso están cuestionando sus perspectivas profesionales actuales y a largo plazo.

Algunas han trabajado más horas debido a la pandemia y otras han estado haciendo malabares con las tareas adicionales de cuidado como resultado de las consecuencias relacionadas con la pandemia (es decir cierres de escuelas, cuidados familiares, cuidado de los hijos, cuidado de los padres mayores) mientras también trabajan a tiempo completo y han tenido que adaptar su rutina para poder seguir trabajando de modo virtual. Algunas están con la modalidad de teletrabajo y otras han perdido su lugar laboral.
Las mujeres han tenido que combinar su labor remunerado con las tareas del hogar, esto impacta en el desarrollo de sus carreras, afecta su competitividad, y en algunos casos las obliga a abandonar los espacios que han conseguido en la esfera pública e incluso a perder el empleo  sin mencionar los niveles elevados de cansancio, ansiedad, estrés. Otra brecha que no se termina con la pandemia y tendrá efectos duraderos son las pensiones, pues representan una laguna previsional para muchas mujeres sin contribuciones a la seguridad social.

El panorama nunca es alentador para las mujeres, por lo tanto debemos seguir trabajando en políticas públicas que disminuyan estas brechas que una vez más afectan con dureza a la mujer.
