Con el objetivo de mejorar el acceso a los servicios de salud del nivel primario, desde el 2008 el Gobierno de nuestro país implementa las “Políticas Públicas para la calidad de vida y salud con equidad», impulsa la instalación de la «Unidad de Salud de la Familia (USF), para mejorar el servicio de salud en la comunidad.
La atención sanitaria en el nivel primario se diferencia de la atención hospitalaria por tener un carácter ambulatorio, trabajar en equipos multidisciplinares y atender a un gran volumen de población por enfermedades de alta prevalencia y a lo largo de muchos años de su vida.
Y se ha constituido en una opción factible y atractiva para alcanzar los objetivos de Desarrollo del Milenio y de fortalecer los sistemas de salud. La estrategia de Atención Primaria de la Salud (APS) busca acercar la salud a la población cerca de donde viven.
La Unidad de Salud de la Familia está compuesta por un Equipo de Salud de la Familia (ESF) integrado por: un médico de familia, personal de enfermería y obstetricia, y promotores, quienes se instalan en las comunidades, efectúan consultas ambulatorias y domiciliarias tales como: control prenatal, Papanicolaou, toma de muestras para análisis para mujeres en etapa de gestación, test rápido para detectar VIH, planificación familiar, vacunaciones, control de pacientes con enfermedades crónicas (diabéticos, hipertensos, etc.) medición de peso y talla, de presión arterial y glicemia, cirugías menores, distribución de medicamentos esenciales gratuitos, entre otros servicios.
Una tarea muy importante de los equipos de salud de la familia es la organización del Aty Guasú Comunitario, un espacio donde la comunidad puede participar, analizar y decidir sobre las mejores acciones para resolver sus problemas de salud y mejorar su calidad de vida.
Hoy, a 13 años del establecimiento de las USF, podemos afirmar, que si bien existen avances, se ha llegado a dar asistencia y cobertura en lugares que nunca se llegó.
Consideramos que deben seguir los esfuerzos para lograr fortalecer dichas unidades, medir los resultados, conocer la satisfacción de los usuarios y hacerles participe a través de los espacios pertinentes los Aty Guasú.
La inversión en salud debe ser sostenida para llegar a la instalación de las USF necesaria para cubrir a todo el país. Entendemos que el modelo del sistema de salud debe ser integrado, articulado, dirigidos hacia la atención primaria y al fortaleciendo de otros niveles de atención.
No se puede desatender a una población que actualmente padece de numerosas enfermedades y, al mismo tiempo, redoblar los esfuerzos para prevenir, con estilos de vida saludable, con una alimentación sana, y con cobertura de inmunización adecuada a las metas del país.
Bien lo decía la Dra. Margaret Chan en el Prólogo de su obra “Las Directrices globales para el fortalecimiento de la enfermería y la obstetricia 2016-2020”, que la Enfermería tiene un papel fundamental para el logro de los Objetivos de Desarrollo Sostenible para garantizar una vida sana y promover el bienestar para todos, en todas las edades.
