El 29 y 30 de noviembre se celebró en Asunción, la Reunión del Consejo Regional de Enfermeras del Mercosur de la que participaron los países miembros: Argentina, Brasil y Paraguay. La sesión fue conducida por la presidenta pro tempore del COFEN (Brasil).
Se abordaron temas importantes como: La situación de la Enfermería, equipos de protección, inmunización del personal de salud. Luego de un profundo debate, con análisis de la exposición de cada país, el CREM determinó realizar la declaración de Asunción, que es un posicionamiento y ungimiento para los gobiernos de los países miembros.
Entre los puntos acordados se destacan: La solidaridad y respeto con las enfermeras/os en todos sus niveles de la región y del mundo por su entrega y compromiso en la crisis sanitaria global por Coronavirus.
Exhortar a los gobiernos nacionales y autoridades sanitarias de los países miembros, a brindar la máxima protección de la salud a los enfermeros de todos los niveles, tanto en equipamiento, como en condiciones seguras de trabajo y acceso a cobertura de inmunización.
Reconocer y respaldar a las organizaciones del CREM como genuinos representantes de la Enfermería de cada país, en sus acciones y gestiones con autoridades nacionales, sanitarias y políticas locales.
También que en las decisiones de políticas sanitarias y de gestión de la contingencia en planes de salud, incluir a la enfermera experta y/o a quien la organización integrante del CREM defina. Que, la profesionalización de los equipos de enfermería es un camino que brinda calidad y seguridad en la prestación de cuidados en el mundo moderno.
Los planes de profesionalización de enfermeras exigen el mayor esfuerzo de los responsables de los Recursos Humanos en Salud con calidad, accesibilidad y fortalecimiento de la enseñanza de grado presencial.
Se reconoció como imprescindible transitar hacia los niveles de Técnico de Enfermería, Enfermero a Profesional Enfermero (graduado) con una apuesta a educación continua y para toda la vida y que la calidad y la excelencia de las prácticas de cuidado son responsabilidad del profesional de Enfermería y para ello se debe invertir y promover acciones concretas.
La acreditación y certificación de las prácticas de cuidado y de gestión de los servicios de salud, es un camino que se construye con evidencia científica a favor del cuidado de los ciudadanos.
Las enfermeras son quienes necesitan negociar sus condiciones de trabajo y salario sin intermediarios, con su voz y representación legítima mediante sus organizaciones nacionales.
Son imprescindibles las mejoras en condiciones de trabajo y salario que posibiliten dignificar la profesión y que ésta adquiera mejor valoración social.
El efecto post pandemia impactará en el sistema de salud y en los enfermeros de todos los niveles de atención. El efecto post pandemia demandará acciones concretas y rápidas de los gobiernos para: Mantener a las enfermeras en el sistema, cuidar de la salud física y mental de este colectivo, instalar formas de contratos seguras y estables o defender el derecho de las enfermeras a negociar sus condiciones de trabajo, promover la vigilancia del ejercicio de la profesión dentro de las normativas vigentes locales y código deontológicos de la Enfermería.
Dentro del marco de la reunión del CREM se ha desarrollado importantes reuniones sectoriales entre autoridades del COFEN y autoridades de la Asociación Paraguaya de Enfermería (APE) en donde se trataron el apoyo para importantes proyectos, como por ejemplo, la certificación de calidad de los servicios de Enfermería, pasantía de las enfermeras de las USF (Unidad de Salud de la Familia) de Paraguay y Brasil, continuar con los cupos para doctorado y maestría. Apoyo para la capacitación y el fortalecimiento de la organización.
También, se celebraron reuniones con centros formadores de grado, Instituto de Formación Permanente de enfermería y obstetricia, Dirección de Enfermería y Dirección de Calidad del MSP y BS y un espacio muy interesante con el Consejo de Estudiantes de Enfermería en donde se termina realizar el Primer Foro de Estudiantes de Enfermería de la región.
