Ya en el 2007, los profesionales de la enfermería hacían historia con la promulgación de la Ley 3206, del Ejercicio de la Enfermería, pasando a ser el primer grupo ocupacional del sector salud con una normativa especial que regula las competencias, carga horario, entre otros beneficios y un régimen especial para la jubilación. Esta conquista, sin precedentes, inspiró a otros grupos de profesionales de blanco, como obstetras, médicos, instrumentadores quirúrgicos a perseguir este beneficio.
El 15 de febrero del 2022 nuevamente protagonistas de su destino en esta ocasión, lograron la firma del decreto reglamentario N°6671, que reglamenta la Ley 6.625 “Que regula la carrera profesional del personal de enfermería del sector público”, esta normativa tiene por finalidad impulsar el desarrollo profesional y personal, en búsqueda de lograr el permanente mejoramiento de la eficiencia, eficacia y productividad en la prestación de servicios por el personal de Enfermería en el Sistema Nacional de Salud (SNS).
La reglamentación establece cinco niveles salariales, cada uno implica requerimientos de formación y experiencia específica, y por supuesto, un salario diferenciado, iniciando con un salario y llegando al último nivel con incremento del 236 % al término de la carrera.
Determina que el concurso de títulos, méritos y aptitudes es el único mecanismo de ingreso a la carrera. A partir de esta ley, la meritocracia es el norte a seguir en el ejercicio de esta profesión en la salud pública paraguaya.
Otro aporte de relevancia es que, con estas conquistas legales, los profesionales de la enfermería podrán “diseñar el desarrollo de su vida profesional”. Este gran resultado se da como producto de la unidad del sector, un arduo trabajo, con un gran liderazgo y una capacidad sin igual de negociación.
El equipo que lideró el proceso se sentó a trabajar un año con representantes del Ministerio de Salud, Función Pública y el Ministerio de Hacienda coronando el logro con la inclusión en el Presupuesto General de la Nación 2022 (PGN) los recursos financieros para el ingreso de aproximadamente 2500 enfermeras y enfermeros en el primer años a la carrera profesional en las tres instituciones donde son requeridos; MSP y BS, otras instituciones de salud y el emblemático Hospital de Clínicas, conocido como el Hospital Escuela.
Hoy las enfermeras y enfermeros han salido de la invisibilidad y todo un país puede apreciar su gran contribución al sistema de salud.
