El problema de la migración de profesionales de enfermería es una realidad que aqueja a los países de América Latina y el Caribe, afectando la fuerza laboral y la cobertura de salud. Un informe publicado en el 2020 por la OMS, el CIE y la Campaña Mundial Nursing Now, reporta que los países ricos están “arrebatando” las enfermeras a sus vecinos de menores ingresos lo que deja a algunos países del hemisferio sur con menos de 900 enfermeras por cada millón de personas (OMS, 2020).
Esta situación se produce principalmente por desigualdades en las condiciones laborales, en donde la sobrecarga de trabajo y bajos salarios son la principal causa para pensar en la migración como una opción válida y lucrativa.
Un informe publicado en el año 2011 por la OPS reporta en detalle la estadística de la población total de personal de enfermería en los diferentes países de la región y analiza el impacto de la movilidad de este grupo laboral hacia otros países. Este reporte está basado en una investigación iniciada en el año 2004 por la entonces denominada Red Internacional de de Migración de enfermeras, conformada por líderes y académicos de enfermeria en la región de las Américas.
Actualmente, esta Red ha ampliado sus horizontes hacia el análisis de las migraciones en general denominándose ahora Red Internacional de Migraciones, Enfermería y Salud -Red MigrES-. La Red ha mantenido su grupo de trabajo que se propone, entre otros, el objetivo de organizar actividades sistemáticas de formación para compartir experiencias y procesos de trabajo relacionados con la migración de profesionales de enfermería.
A modo de actualizar los datos de la región, la Red MigrES inició en el año 2020 una nueva investigación con foco en el análisis de la migración de enfermeras de América Latina en el período 2010 – 2019. A través de este estudio multicéntrico y una estrategia de recopilación documental longitudinal se espera dar respuesta a las siguientes interrogantes: ¿Cuál es la cantidad de enfermeras y enfermeros formados en América Latina que se desempeñan en países del Norte, Centro y Sudamérica y Caribe Latino, Portugal, España, Alemania e Italia?, ¿Cuál es la cantidad de enfermeras formadas en países de América Latina que emigraron de su país de residencia en el período 2010-2019?, ¿Cuáles son las características de la migración internacional de enfermeras y enfermeros de América Latina en el período 2010-2019?. En el trabajo participan representantes de Alemania, Argentina, Bolivia, Canadá, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, España, Guatemala, Honduras, Italia, México, Nicaragua, Panamá, Paraguay, Perú, República Dominicana, Uruguay, Estados Unidos y Venezuela.
La Red está liderada actualmente por Marcela Correa Betancour de Chile, Silvina Malvárez de Argentina, Cristianne Famer Rocha de Brasil, Sonia Velázquez de Perú y Luz Angélica Muñoz. Paraguay está representado por dos profesoras que aceptaron el desafío de colaborar en la recolección de datos y producción del informe de país relacionados al perfil socio sanitario y la migración de enfermeros y enfermeras 2010-2019.
Durante el año 2022, se espera presentar los informes preliminares de los países que serán socializados a través de encuentros mensuales, en los cuales se prevé que Paraguay exponga sus avances próximamente.
Conocer el alcance y el impacto de la movilidad internacional de enfermeros y enfermeras de la Región, permitirá a los países apoyar políticas sanitarias orientadas a la retención y el mejoramiento de las condiciones laborales en cada país.
